From Dream to Owner: FNA is changing the rules of access to housing in Colombia
Financing of up to 100%, frozen rates and solutions for young people and families are turning what previously seemed impossible into a reality for millions of Colombians.
Bogotá, Thursday, April 16, 2026. In Colombia, for years, owning a home was a postponed dream for millions of people. Not for lack of intention, but because of barriers that seemed insurmountable: not having a down payment, not meeting formal requirements or simply believing that "that was not for them."
Today, that reality is beginning to change.
Fondo Nacional del Ahorro (FNA) is consolidating itself as the entity that is breaking those barriers and transforming access to housing in the country, with a model that not only finances, but enables real opportunities for those who had historically been left out of the system.
While the traditional financial model has limited access to housing for those who meet strict conditions, FNA has built one that expands possibilities:
Finances up to 100% of the housing value in qualified cases.
Maintains frozen interest rates, protecting the pockets of Colombians.
Allows access to independents and informal workers, evaluating savings discipline beyond the type of contract.
This does not only improve conditions. It changes the logic of access.
A transformation already visible in figures
The impact of this model is tangible.
Today, more than 2.6 million Colombians are affiliated with FNA, and the entity manages more than 176 thousand active loans, of which more than 141 thousand correspond to VIS and VIP housing.
These figures demonstrate that access to housing is not only an institutional intention, but an ongoing reality that is reaching those who need it most. In Bogotá, more than 914 thousand citizens are part of the fund, with nearly 44 thousand active loans, while in Cundinamarca more than 185 thousand people are linked, with more than 37 thousand current loans.
But beyond the figures, the real change is in the process.
FNA has built a structure that turns the desire to own housing into a possible, clear and attainable decision, through concrete tools:
Use of Cesantías as a real lever of access.
Contractual Voluntary Savings (AVC) from accessible amounts.
Joint loans that allow combining incomes between family members, friends or partners.
Increasingly agile processes, with advances in digitalization.
One of the most relevant changes is the inclusion of new generations.
.With programs such as Generación FNA, young people between 18 and 28 years old can access housing with rates from 8.5% effective annual rate, opening a door that had historically been closed for this segment.
Today, young people are not only projecting their future: they are starting to build it.
From dream to owner
Fondo Nacional del Ahorro is not selling loans. It is changing the conversation about what is possible in Colombia. Because when the conditions are indeed sufficient, when someone tells a person "you can"… the dream stops being a dream and becomes a reality.
